It refers to any card seen in a Public Zone that doesn't have a creature card type.

It first occurred on Queen Amaterasu and Safivo, Daspell.

It doesn't include Twinpact cards as they have a creature half.

Non-creature Card Based Removal has increased since DMRP-09 New Zone Was Born! Super GR and Orega Ora!!.

This includes all forms of creatures regardless of supertype, including Evolution Creature, Psychic Creature or Exile Creature and Dragheart Creature.

It also appears as a form of removal.
