It is exclusive to Jokers in the Water Civilization.
By returning another creature with the Jokers race to your hand, you may trigger a specified ability of the card with the Jokers Tornado keyword action.
It is reminiscent of the Marshall Touch keyword, but limited to Jokers. However, the text is not limited to "When you put this creature into the battle zone" so it is a keyword action that can be used by any Trigger Ability.
- However, as of DMRP-11 and DMSD-13, Jokers Tornado only has Attack Triggers.
It has a Master Jokers Tornado variant.
