It's a variant of the Vortex evolution ability which allows you to evolve on 2 creatures and is mostly exclusive to evolution creatures with the Phoenix race.
Instead, they are evolved over 3 creatures.
Summoning an evolution creature with Galaxy Vortex evolution tends to be a great loss of field disadvantage as the player must lose 3 creatures in exchange for 1. This leaves the player with only 1 creature which leaves their side of the battle zone vulnerable, especially when the Galaxy Vortex Evolution creature is possibly removed with a Shield Trigger afterwards.
The evolution keyword first featured on Phoenixes, but was later featured on other races. The artwork border on Galaxy Evolution creatures are in the shape of a phoenix-like crest.
